Joseph W. Harper is a retired Metro-Dade County police detective,  a graduate of Florida International University in Miami, and holds a BS degree in Criminal Justice.  Mr. Harper is an expert witness in polygraph science in both Federal and State courts. With specific polygraphs conducted around the world, Mr. Harper is utilized by law enforcement and defense attorneys in the determination of truth and deception.

Sean is a graduate of the highest rated polygraph education institute in the USA. He gradutated psychophysiological detection of deception with no less than a 96% average. Sean is fully proficient with most polygraph testing techniques such as UTAH 3, UTAH 4, BOST, LEPET, DLST and AFMGQT. Sean is also fully PCSOT certified and is a good standing member of the Florida Polygraph Association. Sean is also fluent in Spanish.

I would like to take this opportunity to praise Sean Black, and his polygraph abilities. I am a criminal defense practitioner and have been practicing in the field for 34 years. This comes on the heels of being a prosecutor for the first four years of my career. As a Criminal Defense Attorney, there are many times where sorting through the truth is vital to my case, particularly my approach to the case. While polygraphs are not yet admissible in court, they are a phenomenal investigative tool, and I use them often to great benefit. In a few situations it’s resulted in my client not even being arrested. And  in some others, it’s enabled me to persuade the prosecutor to drop charges. Now in all candor, it doesn’t always guarantee that the state will drop a case when a client passes a poly or it doesn’t guarantee avoiding an arrest, but  it does put the opposing party on alert to look very closely at the allegations. 

With all this said, I’ve come to find that the polygraph exam is only as good as the person that administers it. This is where education and experience come in both of which Sean Black has in high order. In closing  I will say that Sean Black gets all five stars and my solid recommendation to anybody looking to ferret  out the truth.
